The ball bearings themselves are sealed and need only enough oil for cooling and to top up what splash and bearing seepage takes away. Running unrestricted oil supply on a ball bearing turbo forces too much oil through the center cartridge faster than it can drain, which causes oil to back up past the seals and end up in the intake (compressor side) or exhaust (turbine side).
